    New CIP incentives for Richmond Row



    Since the expansion of the BIA boundary in 2015, Downtown London staff have been working with Planning Services at the City of London to extend the Downtown Community Improvement Plan (CIP) incentives to more properties within the BIA boundary. Following a thorough review of the incentive programs for all business improvement areas, City Council has approved the expansion of the Downtown CIP boundary for the incentive programs to include Richmond Row. We have been asked to seek input from our members for the boundary of the proposed expanded area. SEE MAP (outlined in orange).

    Financial Incentive Programs for Richmond Row

     

    The incentive program enhancements will include two new ten-year interest-free loans which will be available to property owners in the Richmond Row area as defined by the boundary map

     

    1/ Facade Improvement Loan Program 

    - For property owners who improve exterior building facades, eligible expenses may include windows, awnings, decorative lighting, restoration of heritage details, new storefronts and other repairs and restorations on the front of the building

    - Loans up to $50,000 or half the value of the work, whichever is less (an increase from the current maximum of $25,000)

     

    2/ Upgrade to Building Code Loan Program

    - For property owners who are improving buildings to comply with current Building Code and Fire Code requirements, including fire protection/separation, HVAC, roof repairs, stairs, elevators, restaurant hood vents, and other code-related work that is required for the intended use of the property. 

    - Loans up to $200,000 or half the value of the work, whichever is less (an increase from the current maximum of $50,000)

     

    Downtown London staff will be communicating more about the proposed programs and how to apply for the incentives once the boundary map is approved and the program guidelines are completed.
