• City of London Funding Programs

  The following loans and grants are administered by the City of London and available to businesses located in the Downtown Community Improvement Plan. Please email CIPincentives@london.ca or visit the City's website for more details.

  Façade Improvement Loan
  A loan from the City to improve building facades, including upgrades to windows, doors, brick repair, painting, lighting, and signage that is affixed to the façade. The loan will cover 50% of the cost of the improvements — up to a maximum of $50,000. This loan can be paid back at 0% interest over a 10-year period. In certain areas, a portion of the loan may be forgivable. Application must be completed by the building/property owner.

  Upgrade to Building Code Loan
  A loan from the City for improvements to the interior of your building, including upgrades related to plumbing, electrical, HVAC, mechanical, roof, fire protection systems, and other Building Code related work. The loan will cover 50% of the cost of the improvements — up to a maximum of $200,000. This loan can be paid back at 0% interest over a 10-year period. In certain areas, a portion of the loan may be forgivable. Application must be completed by the building/property owner.

  Vacant Commercial Space Fit-Out Grant Program
  A grant from the City to assist with the cost of setting up empty commercial spaces for new business use. The grant will cover 50% of the cost of improvements — up to a maximum of $50,000 — and applications must be approved before any work begins. Eligible properties must be located within the Core Area Community Improvement Project Area, and additional conditions apply, including a minimum two-year lease term and, if relocating, a requirement that the new space be larger than the previous location.

  Office-to-Residential Construction Conversion Grant
  A grant from the City to support the conversion of vacant office spaces into residential units, offering up to $35,000 per unit as a forgivable loan. Applications must be approved before any work or building permit application, and eligible projects must involve vacant Class B or C office buildings located within the Downtown Community Improvement Project Areas. All grant funding must be disbursed by September 8, 2027, and applicants must maintain a minimum of 10% equity in the property after improvements.
